Hello, I'm heading a project with Echo Park Improvement Association to restore the Clinton Street Stairway between Glendale Blvd. & Belmont Ave. Its the large double set stairway adjacent to Echo Park Lake. I have been trying to find out if the stairs are considered part of the park that encompasses the lake. The stairs are technically under Bureau of Street Services care, but there has been debate among EPIA members that it could 1. be part of the lake and under the care of Parks and Recreation or 2. Be considered historic and therefore allowed special privileges when dealing with upkeep.
